25 | On September 15, 2026, at 12:25 PM, Licensing Program Analyst (LPA) Elimika Woods met with Licensee Nalanda Elangovan to conduct an Unannounced Annual Random Inspection. The facility operates as a large family child care home licensed for a capacity of fourteen (14) children. At the time of the inspection, there were no children present or being supervised by the licensee. LPA toured the facility with the licensee, both inside and outside, to conduct a health and safety inspection.
The facility is a two-story townhouse owned and operated by the licensee. The home consists of four (4) bedrooms, two (2) full bathrooms and one-half bathroom, a living room used as the child care room, kitchen, dining room, rear patio, laundry area, and rear carport. LPA asked the licensee whether there were any firearms in the home or whether transportation was provided for children in care. The licensee stated that there are no firearms in the home and that she does not provide transportation for children in care. The facility's current hours of operation are Monday through Friday, from 12:30 PM to 5:30 PM.
The on-limit areas of the home are the living room, half bathroom located on the main level near the laundry room, and the rear yard/patio area. The designated isolation area is the living room, where an ill child would be separated from other children in care while remaining under supervision.
The home was observed to be clean, orderly, and well maintained. The home is equipped with centralized heating and ventilation to provide for the safety and comfort of children in care. The kitchen, laundry area, and staircase are secured with gates/barriers to prevent children from freely accessing these areas.
The off-limit areas are the entire second level of the home, kitchen, laundry area, and rear carport. These areas are made inaccessible to children by closed and/or locked doors and visual supervision.
Around 12:45 PM, Licensing Program Analyst (LPA) asked the licensee whether she was providing Incidental Medical Services (IMS) to children in care, and the licensee stated that she was not.
LPA discussed the Incidental Medical Services (IMS) policy with the licensee. LPA advised the licensee that when any IMS is provided, a Plan for Providing IMS must be submitted to the Department.
