On August 28, 2026, at 10:20 am, Licensing Program Analyst (LPA) Simerjit Kaur conducted a complaint investigation. LPA met with the Director Vanessa Stevenson. Present during today's visit were 27 children preschool aged, 2 toddler age children and 8 staff members.

During the course of the investigation, LPA observed and conducted interviews with staff. It has been disclosed that staff does not ensure a safe environment to infants in care. During the inspection, LPA observed a jumper in Jasmine Room, which states "not suitable for children under 3 years old or up to 10 years old". Per staff the jumper is used by toddlers (18 months-36 months). A type B deficiency will be cited.
Based on observations, and interviews, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED.

During the course of the investigation, LPA observed and conducted interviews. Based on interviews conducted and observation, it cannot be proven or disproven that staff do not ensure emergency doors are free of obstruction, there are chairs and other such items placed in room accordingly each day. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur. Therefore, the allegation is unsubstantiated at this time.

Exit interview conducted with the Director Vanessa Stevenson. Appeal Rights provided. Notice of site visit issued.
