On August 13, 2026, at approximately 1:30 PM, Licensing Program Analyst (LPA) Elimika Woods conducted an unannounced inspection to conclude a complaint investigation. LPA met with Director Donuell Lily and advised him of the purpose of the inspection. Also present during the inspection were thirty-seven (37) preschool-age children and nine (9) staff members.

LPA conducted interviews with parents, staff, and the director and made observations related to the allegations that staff handled children in a rough manner and that staff spoke inappropriately to children in care.Based on the interviews and observations conducted, the allegations that staff handled children in a rough manner and that staff spoke inappropriately to children in care are determined to be UNSUBSTANTIATED. Although the allegations may have occurred or may be valid, the evidence obtained during the investigation did not establish, by a preponderance of the evidence, that the alleged violations occurred.

An exit interview was conducted with Director Donuell Lily. LPA discussed the investigation findings and appeal rights with the director.
