On 10/19/26, Licensing Program Analyst (LPA) Angela Luz conducted an unannounced subsequent complaint visit to deliver findings on the correct complaint control number. LPA was greeted by staff Jolene Jamora and toured the facility inside and outside and noted 9 children supervised by 3 staff. Assistant Director Alicia "Alley" Cole arrived at approximately 8:50AM.

On 9/30/26, Licensing Program Analyst (LPA) Angela Luz conducted an unannounced subsequent complaint visit to deliver findings. LPA met with Administrator Jessica Chang and informed them of the reason for the visit. LPA toured the facility inside and outside and noted 26 children supervised by 5 staff. However, the findings report was associated incorrectly to a different complaint control number.

On 8/3/26, the El Segundo Regional Office received the above mentioned complaint allegations.

On 8/6/26, LPA conducted initial complaint visit and conducted staff interviews and obtained copies of an internal document, facility roster, personnel roster, and updated employee handbook.

On 9/16/26, LPA conducted subsequent complaint visit and conducted staff and child interviews, and obtained copies of an internal document and correspondence.

Pertinent information regarding the allegations:
Facility has 2 preschool rooms. The facility has a private school affidavit with 1 room that is located in the back of the building. The preschool rooms are large and open. Shelving for children's materials are used to divide the classroom spaces. Staff can easily observe each other's classroom spaces above the shelving dividers when they are in the same room.

Adult and child interviews revealed there was an uncleared adult (A1) on-site. Staff interviews revealed that A1 assisted a staff member (S1) carry items at the beginning and end of their shift. A1 waited for S1 inside the facility at their desk at the end of their shift. Children interviewed stated A1 is a significant other to S1 that sits at their desk and does not interact with them or their peers. Children interviewed stated A1 only talks with S1 and drives S1 home. Parents interviewed stated they observed A1 to be on-site.

Additionally, interviews revealed the facility has a history of its community of enrolled parents, past and present, helping to maintain the physical aspects of the facility. New management began 6/30/26 and they intend to limit day to day interactions with the community to drop offs/pick ups and pre-planned events.

Certain individuals are exempt from the requirement to submit fingerprints when they provide time limited services, are not left alone with children in care, and are directly supervised by a facility employee with a criminal record clearance or exemption. Adult and child interviews revealed that A1 meets the fingerprint exemption. During the course of the investigation, A1 obtained criminal background clearance and was associated to the facility as an added precaution by the facility.

Pertaining to the allegation - Uncleared adult is supervising daycare children:
The reporting party alleged A1 supervised children by escorting them to the bathroom.

Staff interviewed stated only staff supervise children in care. If there are any volunteers on-site, they are never left alone with children in care. Staff interviewed stated they have not observed A1 supervise children or be left alone with children. Children interviewed informed LPA that teachers assist or supervise them in the bathroom. Parents interviewed stated they observed teachers supervising the children in care. During facility visits, LPA confirmed all present adults supervising children had a criminal record clearance and were associated to the facility.

Based on the evidence obtained during the investigation, which included interviews with relevant parties, and information collected and reviewed from pertinent parties, there is insufficient evidence regarding the allegation. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the above alleged violations did or did not occur, therefore the allegation is found to be unsubstantiated.

Pertaining to the allegation - Uncleared adult interacting inappropriately with daycare children:
The reporting party alleged A1 tickled children and had children in their lap.

Staff interviewed stated they do not have knowledge of any inappropriate behavior between adults and children, including staff or A1. 2 staff stated that sometimes children will sit in teacher's laps for comfort for a short amount of time. 1 staff stated sometimes children want to sit in their lap, but they encourage them to sit next to them instead. All staff said they have not observed anyone tickle children in care.

Children interviewed stated that nobody tickles them at school. During facility visits, LPA did not observe any children sitting on adult laps.

2 parents interviewed stated they saw a child sitting in A1's lap on a combined total of 3 occasions. 1 parent stated they saw A1 tickling a child. Other parents interviewed did not have any observations about inappropriate behavior from adults at the facility.
