On 08/10/2026, Licensing Program Analyst (LPA) Lisa Clayton arrived unannounced at the Wiz Child Center to deliver the finding on a complaint. LPA Clayton was greeted by Administrator Jerry Hale and observed 24 children being supervised by 7 fingerprint cleared staff.

On 05/12/2026, El Segundo Child Care Regional Office received a complaint alleging the following:
• PERSONAL RIGHTS: Staff pinch children in care.
• PERSONAL RIGHTS: Staff restrain children.
• CRIMINAL RECORD CLEARANCE: Licensee allows uncleared adult to provide care and supervision to children.

On 05/18/2026 LPA Clayton conducted the 10-day visit, toured the CCC inside and outside for a Health and Safety Inspection, interviewed children and staff.

On 06/30/2026, LPA Clayton conducted an inspection at the CCC and interviewed staff.

During today’s inspection, LPA Clayton toured the CCC inside and outside for a Health and Safety Inspection, and interviewed staff.


Based on investigative interviews with children and staff, NO information was disclosed that the staff are pinching or restraining children in care. LPA confirmed via Guardian roster that all individuals present at the Center have a criminal record clearance, including the employee named in the complaint allegations.

Therefore, the allegations are found to be UNSUBSTANTIATED, meaning although the allegations may have happened or are valid, the preponderance of the evidence standard has not been met.

Exit interview was conducted with Administrator Jerry Hale and a copy of the report was provided with a Notice of Site.
