Licensing Program Analyst (LPA) Ortega met with Licensees and informedt the purpose of the investiagation. LPA toured the facility and observed 7 children in care and 2 staff(fingerprint cleared) providing care and supervision. Licensee Jessie Kodish arrived shortly after.
Allegations License: Advertise the childcare facility without the facility number. During this investigation, LPA received pertinent documents related to this investigation, which included family child care roster, information related to allegation and staff interviews. Licensee agree to add facility number on any website, newsletters, ect.
Based on information obtained, observations, interviews conducted, relevant information received, this allegation is deemed SUBSTANTIATED and a citation will be issued(See LIC 9099-D for cited deficiency). A finding of substantiated means that the allegation is valid because the preponderance of the evidence standard has been met. This facility was cited a Type B in accordance to Title 22 of the California Code of Regulations and/or Health & Safety codes.

On 2/10/2023 Licensing Program Analyst (LPA) Isabel Ortega arrived at the facility to conduct an investigation on an unlicensed facility complaint received at the Palmdale Regional office. LPA Ortega met with Licensee and toured the facility. During the inspection LPA observed a total of 7 children in care and two staff(fingerprint cleared) providing care and supervision. Facility roster was provided by licensee. Interviews conducted did not disclose any sort of transportation and interviews with children and staff were contestant children are dropped off and picked up at the same location.

Allegation of Unlicensed care is being provided is deemed to be UNSUBSTANTIATED, a finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged allegations occurred.

A copy of this report and appeal rights were provided to Licensee.
