The RP stated that C1 wore the same clothing for multiple days while in care and had a malodorous smell. The RP reported that approximately eight months ago, the RP observed dried blood in C1's underwear while at the facility.
According to the RP, the licensee stated that the incident was not reported because the child's mother would become upset and would stop paying for childcare. The RP further stated that the licensee expressed concern that reporting the matter could result in C1 being placed in foster care.
According to staff interviewed during the course of the investigation, the licensee does not have any currently enrolled children who stay overnight at the facility. The present staff stated they are a new employee and did not have any information regarding C1. The licensee stated that C1 was previously enrolled at the facility over 3 years ago and that the licensee did not experience any issues regarding C1's care. The licensee stated that C1 always arrived at the facility well cared for and wearing clean clothing. The licensee stated that C1's mother had personal commitments and would occasionally be late picking up C1; however, C1 did not stay overnight at the facility. The licensee further stated that C1's grandparents would pick C1 up when the parent was unavailable. Licensee also stated they do not have the contact information for C1's parents and they moved out of the area.
According to parents interviewed during the course of the investigation, the parents stated that they were satisfied with the daycare and had no concerns regarding the care and supervision their children received while attending the facility. The parents further stated that when an incident involving their children occurs, the licensee informs them by telephone.
Based on the evidence obtained during the investigation, the allegation that “Licensee did not follow reporting requirements.” has been determined to be Unsubstantiated. A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the allegation occurred.
A Notice of Site Visit was provided and must remain posted for 30 days.
An exit interview was conducted, and the report was reviewed with the licensee Carmen Algoso.
