25 | On July 31, 2026, at approximately 9:30am, Licensing Program Analyst (LPA) Melissa Zaragoza conducted a unannounced, case management visit to Felman Family Child Care Home. LPA Zaragoza is conducting a visit regarding an Unusual Incident Report (UIR) that occurred on June 16, 2026 at approximately 5:10pm. LPA met with the licensee, Carolina Felman, and explained the purpose of the visit. Present during LPA's visit included 1 staff assistant and 6 children present (4 preschool and 2 infants). Facility is operating within capacity limits and ratio during LPA's visit. Staff present have criminal record clearance on file.
On 06/16/2026 the parents of Child (C1), Parent (P1) and Parent (P2), got into an argument after day care hours. On 06/16/2026 P2 picked up C1 from day care when P1 arrived and they got into an argument. P1 and P2 got physical and P1 tried to knock at licensees home at 6:30 pm, but the licensee was not home, since it was after operational hours. P1 went to a neighbors house. A neighbor contacted the law enforcement and the licensee received a voicemail from P1 and an officer informing them about the incident.
The next day an officer knocked at the licensees home, and spoke with them in person to inform them they will have constant monitoring around the neighborhood, and provided the licensee with their card, incase of any emergency. Licensee and P1 came up with a protection plan for childcare. Per licensee, P1 will communicate every movement with the licensee, as to when they plan to pick up and drop off C1, and licensee will be present. Per licensee, staff and themselves constantly observe cameras.
Per licensee, on 06/18/2026 P1 received a retraining order against P2. On 07/06/2026, P1 and P2 had court and retraining order against P2 was granted. P2 cannot be around P1, or the children’s school or childcare, and more.
