32 | Upon presentation of identification, the responsible parent or guardian of a child receiving services in a child day care facility has the right to enter and inspect the facility without advance notice during the normal operating hours of the facility or at any time that the child is receiving services in the facility. Parents or guardians when inspecting shall be respectful of the children's routines and programmed activities.
Based on staff interview and records reviewed, in December 2025, the facility allowed Parent 1 (P1) of a child receiving services in the facility to enter the preschool lobby. P1 requested to observe their child. Staff declined the request by informing P1 that their child was eating snack and it was not the best idea to interrupt. The facility also requested P1 to coordinate visits to the facility with Parent 2 (P2) because the child attends the facility during P2's custodial time. On additional dates, P1 entered the facility/interacted with the child at the facility for events such as a back to school night, a holiday parade, and for P1 to feed the child.
Based on the evidence obtained during the investigation, which included interviews with relevant parties, and information collected and reviewed from pertinent parties, there is insufficient evidence regarding the allegation. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the above alleged violations did or did not occur, therefore the allegation is found to be unsubstantiated.
No deficiencies are issued.
A notice of site visit was given and must remain posted for 30 days.
Exit interview conducted and report was reviewed with the Assistant Director Patricia Moreno.
