On 05/20/2022, Licensing Program Analyst (LPA) Sabrina Martinez arrived at Allen Family Child Care Home for the purpose of delivering the finding for the above-mentioned allegation. LPA met with Licensee Beverly Allen and discussed the purpose of the visit. LPA observed 9 children in care. This case was referred to the Investigations Branch (IB) Bureau to conduct the investigation based on the allegation. On 03/16/2022, LPA conducted a visit at the facility and conducted interviews with Licensee and obtained the following documents: Child Care Facility Roster and Personnel Records. LPA also conducted interviews with facility staff. On 03/30/2022, IB Investigator Spindola conducted an interview with Child. On 05/20/2022, LPA Martinez conducted a subsequent visit to interview children at the daycare. Based on the completed IB investigation report and evidence received during the investigation which included interviews, records and observations, the allegation of personal rights has been found to be unsubstantiated. Unsubstantiated meaning that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred. Exit interview was conducted and a copy of the report, appeal rights, and Notice of Site Visit were provided.
