Allegation: Staff did not meet the child’s toileting care needs

The complaint alleges Child #1 (C1) did not receive the same support with potty training as other children in the potty-training classroom and Lad N Lassie is not meeting their child’s potty-training needs.

During interviews conducted, Adult #1 (A1) stated “From my experience they (Lad N Lassie staff) didn't put effort into potty training C1. The teacher never initiated for C1 to go to the potty like the teacher did with other kids”. Staff #1 (S1) stated the procedure for potty training is to sit them once a day in the beginning, usually after nap time. A1 stated, “When I would go there after nap time, all the kids were going to the potty, and it was the teacher who would initiate for each kid to go, however Lad N Lassie staff never did this with C1. The only time C1 would be put on the potty was when I would say “hey, can you take C1 to potty?”, “Hey can we practice it?” and it would always have to be initiated by myself or else they (classroom staff) wouldn’t take C1.” Additionally, A1 stated they only observed staff at Lad N Lassie attempt to place C1 on the toilet (without assistance or prompting from A1) once every two weeks, on average. A1 stated, staff in the potty-training classroom would take other kids that were of a similar readiness for potty training as C1 to use the potty, but they did not take C1 when they took the other children of the same readiness.

During interviews, S1 stated C1 refused to sit on the toilet while in the potty-training room, however A1 stated C1 would sit on the toilet for a few seconds and say “all done” but did not get enough opportunity to practice sitting on the toilet to further any potty-training successes.

During interviews, Parent #1 (P1) stated they were not satisfied with the potty-training process at Lad N Lassie, and the preschool did not meet their child’s potty-training needs. P1 stated, “I don't even know if they have been trying to potty train my child or not. I put my child in underwear when they are at home and I try at home, but I don't think they are doing anything to get my child potty-trained”. P1 stated Lad N Lassie does not keep P1 updated on the potty-training progress of their child and P1 stated they do not receive consistent documentation about their child’s day while at the facility. P1 stated, “Only when they need something from

me do I get something saying what my child ate and then they say that they need something like wipes or pull ups”. During interviews, Parent #4 (P4) stated, they also did not feel that Lad N Lassie met the needs of their child. P4 stated, “I took my child out of Lad N Lassie because they sent my child home with poopy underwear”.

Additionally, during a meeting conducted on 3/12/26, Adult #2 (A2) stated in notes taken that “upon inquiry on what steps the facility would be taking to ensure their staff is trained to support C1’s needs, Facility Owner’s response was "they are not trained for that. They did not go to school for that." Facility staff did not share any plans of providing sufficient training for their staff members”.

Allegation: Staff isolated child in care from other peers

The complaint alleges Child #1 (C1) was seated at a table, separated from their peers and that Lad N Lassie staff did not make efforts to include C1 with peers.

During interviews conducted, Adult #1 (A1) stated they observed C1 sitting at a different table than C1s peers on numerous occasions. A1 stated, “C1 had their own table, C1 didn't sit at the table with their peers. The way it was explained to me by the teachers was C1 has their own table and C1 would eat there. Most of the time C1 was at their own table and did have their lunch and snack at their own table and C1 wasn’t sat with their peers. I did initiate sometimes when there was an open space at the other table, and I would have C1 go sit with their peers, but it had to be because of me, not because the teacher said, “oh come sit, there's space here”. A1 stated they never observed classroom staff invite C1 to join their peers at the other table. A1 also stated, “when I would come in sometimes, C1 would have woken up early and would be sitting at their table by themself”. Adult #2 (A2) stated in notes taken during a meeting conducted on 3/12/26, that Facility Owner shared the statement that “if C1 were to be enrolled in the 3-year-old class, C1 would be at his own table”.

Allegation: Staff did not maintain proper teacher-child ratios

The complaint alleges the facility is operating out of ratio.

LPA Babcock obtained and reviewed staff timesheets and parent sign-in and sign-out sheets for the period of February and March of 2026. The staff timesheets and sign-in/out sheets show the facility was in ratio during that time. All staff and parents interviewed stated they have not observed the facility to be out of ratio.

In addition, complainant expressed concern that the facility uses on-site cameras to monitor arriving visitors and adjust staffing and child placement before licensing staff reach the door. All staff interviewed stated the cameras are used as a safety precaution and deny using the cameras to move children and staff to meet ratio when licensing personnel arrive at the facility.

Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are unsubstantiated.

There were no deficiencies cited on the above-mentioned allegations per California Code of Regulations Title 22.

A notice of site visit was given and must remain posted for 30 days.
Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

Exit interview conducted and report was reviewed with the Melissa Rojas, Office Administrator.
