Licensing Program Analyst (LPA) Thelma Razo conducted a Case Management - Licensee Initiated for the purpose of evaluating the Licensee's request for increase capacity from 8 to 14. Fire clearance for 14 capacity was granted on 10/11/2021. LPA met with Licensee Fan Lu and stated the purpose of the visit. There are three adults and no minor living in the home. Hours of operation is from 7:00 a.m. to 6:00 p.m. Monday through Friday. LPA was guided to a tour by Ms. Lu. LPA observed six children in care with Licensee Lingqian Xiu.

All areas identified on the facility sketch were inspected. This is a 1 story house. The home consists of 3 bedrooms, 1 bathroom, kitchen, dining area, living room, outdoor play area and detached garage.

  • Child care areas: Living room, master bedroom, bathroom, outdoor play area.
  • Off limit areas: 2 bedrooms, kitchen, dining area, detached garage.

The home was inspected for safety, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents, cleaning compounds, medicines, and hazardous items that can pose a danger to children. There are age appropriate toys and equipment on the premises. Licensee Lu stated that
there were firearms and ammunition in the facility. LPA observed firearms were kept locked separately from the ammunition. There was no swimming pool, spa or other bodies of water observed on the premises.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm
