13 | On August 7, 2026, Licensing Program Analyst (LPA) Garcia conducted an unannounced complaint investigation to deliver the findings of the complaint and met with site supervisor, Xiaoli (Lily) Tian. There were 17 infant children in care with 6 teachers during the visit.
Based on information obtained during the course of this investigation, through interviews, and records review, it was found that the allegation of "Staff handled daycare children in a rough manner" and "Staff are propping bottles to bottle feed infants" are unsubstantiated. Meaning there were no sufficient evidence to prove the above allegation. Although the allegations may have happened or is valid, there's no preponderance of evidence to prove the alleged violation did or did not occur. During the visit, LPA spoke with facility director, Madisyn Andersen over the phone regarding the report and findings.
A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
