Reporting Party (RP) stated they observed rodent droppings in the discovery preschool classroom. RP stated they observed a staff with no child development units caring for children alone and caring for up to 14-16 children.

During the investigation, LPA Garcia interviewed 4 staff, 6 authorized representatives, and reviewed the children's roster, staff timecards, sign in/out sheets, staff qualifications, and pest control documentation.

During staff interviews, all staff stated they have not observed the facility operating out of ratio and they have not observed any rodents at the facility. 3 out of 4 staff stated they meet the qualifications to work at the center. Staff 1 (S1) stated that S1 does not presently have the required qualifications and is enrolled in an early childhood education program.

LPA inspected the discovery preschool and discovery twos classrooms. LPA observed rodent droppings near the dramatic play areas in discovery twos classroom. Per director, the discovery twos classroom is not being utilized. Per LPA review, the Discovery Twos classroom is licensed, and LPA took photographs.

Based on record review, Staff 1 (S1) is currently enrolled in 6 child development units but has not completed the courses to receive credit, and on 7/7/26 LPA observed Staff 2 (S2) and S1 caring for 17 children.

LPA Garcia interviewed 6 authorized representatives. Representatives made no disclosures regarding the allegations.

Based on interviews, record review, and observation, it has been determined that staff does not meet the requirements to care and supervise day care children, staff does not ensure facility is free of rodents, and facility is operating out of ratio. Therefore, the preponderance of evidence standard has been met, therefore the above allegations are found to be substantiated. California Code of Regulations, Title 22, Division 12, Chapter 1 Section 101216.2 Teacher Aide Qualifications and Duties (b)(1), and 101238 Buildings and Grounds(a)(1), and 101216.3 Teacher-Child Ratio(d)(2). See LIC 809D. LPA provided Regulations Sections 101216.2, 101216.3, and 101238 to director for reference.
