On 6/17/2026, the Orange County Childcare Office received a complaint alleging "Staff are operating out of ratio”. The Reporting Party (RP) reported that one staff was left alone in the classroom with 24 preschool children on Wednesday, June 17, at approximately 8:00 AM. RP added that this is not an isolated concern and there have been multiple occasions the issue of being out of ratio has occurred.
On the initial day of 6/22/2026, LPA interviewed total of 7 staff and obtained some documentation regarding the allegation. Additionally, LPA interviewed another staff member on a different date.
LPA reviewed the Internal name to face sheet which are filled by the staff members, including the name and time of arrival of children for the mentioned date of 6/17/2026.
The evidence established that on 6/17/2026 from 8:05 am to 8:37 am, one staff member was solely responsible for supervising 20 preschool children, exceeding the required teacher child ratio. Although S2 was present in the classroom from approximately 8:00am to 8:15 am, S2 had not clocked in, was present only to observe a school project, and was not providing supervision or care to the children. Additionally, S4 was entering and exiting the classroom and was not continuously available to provide supervision. Therefore, the facility failed to maintain the required preschool teacher child ratio of 1:12 between 8:05 to 8:37 am on 6/17/2026.
Based on interviews with 8 staff members, reviewing the facility’s name to face sheet dated 6/17/2026, staff timecards, children’s arrival records, contacting 10 random parents of whom 3 responded with no concerns regarding the above allegation, it was determined the preponderance of evidence standard has been met, the allegation of “Staff are operating out of ratio" is found to be SUBSTANTIATED.
The California Code of Regulations, Division 12, Section 101216.3(a) teacher child ratio is cited on LIC 809D next page.
A notice of site visit was given and must remain posted for 30 days.
Exit interview conducted and report was reviewed with the director, Timothy Bishop.
