32 | During interviews with staff members, it was mentioned that the facility's policy for disciplining a child in care is redirection. Staff members stated that this was the only method used by facility. Staff members interviewed all seemed understand the the concept of personal rights of children in care. LPA Lee observed that there was no context for this allegations such a specific incident or any specific information or description on the alleged staff member or child in care.
During the course of this investigation, LPA Lee also conducted interviews with enrolled children in care. Interviews with parents of children in care were also conducted and attempted by LPA Lee. LPA did not observe any information from these various interviews that corroborated this specific allegation made by the reporting party.
While it is possible that facility staff members violated personal rights of children in care by yelling at them. It is also possible that the staff members were not yelling at the children and were using the redirection instead.
Therefore, the Orange County Regional Child Care Licensing Office has investigated this complaint alleging that facility staff yell at children in care. Although this allegation may have happened or is valid, there is not enough preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is found to be unsubstantiated.
