On July 9, 2026, Licensing Program Analyst (LPA) Stephanie Piring and Licensing Program Manager (LPM) met with Facility Representative, Director Janet Molinari, for the purpose of conducting an unannounced complaint inspection to deliver findings. LPA observed 14 children playing on the play ground supervised by 3 staff and 50 children being supervised by 6 staff across 3 classrooms.

It was alleged staff do not supervise children in the bathroom. During the course of investigation, LPA conducted interviews, observed care, and obtained relevant documentation. During todays visit on 7/9/2026, LPA and LPM observed children not being supervised in the bathroom as the teacher was in the doorway of the classroom distracted by another child. LPA did observe adequate staffing to supervise children in the batheroom and in the classroom at the same time on two seperate occassions.

It was alleged staff do not ensure that child's toileting needs are met. Interviews with authorized representatives and the director revealed an instance where a childs toileting needs were not met as the parent was told they do not have enough staff to help the children in the bathroom.

Based on LPA observation and witness statements, the facility did not supervise children in the bathroom and did not ensure toileting needs are met. The preponderance of evidence standard has been met, therefore the above allegations are SUBSTANTIATED.

It was alleged Unqualified staff left alone with children and Staff do not maintain ratio. During the course of investigation, LPA conducted interviews, observed care, and obtained relevant documentation. During LPAs visits on 5/28/26. 6/10/26, and 7/9/26, LPA did not observe the facility to be out of ratio. LPA did not observe any unqualified staff left alone to supervise children. Interviews with staff, and Authorized representatives did not reveal any instances where unqualified staff are left alone or the facility is out of ratio.

Witness statements, LPA observations, and record review failed to corroborate the allegation(s). Although the allegation(s) may have happened, there is not a preponderance of evidence to prove the allegation; therefore, the allegation is unsubstantiated. Exit interview was conducted and report was reviewed with Facility Representative Janet Molinari. Appeal rights were provided. Notice of site visit was given and must remain posted for 30 days.
