keep the children from getting up from their cots by tucking the blankets under them while patting their backs.
During an interview, Staff 4 admitted they picked up C1 and C2 when they got up from their cots, placed them back on their cots onto their stomachs, and put blankets over their heads during nap time. The interview revealed S4 had been trained on proper nap time procedures but did not follow them on the day of the incident.
Based on LPA’s observations, files reviewed, and interviews conducted, the allegation that Staff held a blanket over a child’s head during nap time, preventing the child from uncovering themselves is substantiated. California Code of Regulations, (Title 22, Division 12, Chapter 1) are being cited on the attached LIC9099D.
Appeal rights were issued and discussed with the director and their signature on this form acknowledges receipt of these rights.
Exit interview was conducted and report was reviewed by Director Marquez. A notice of site visit was given to licensee and must remain posted on, or immediately adjacent to the interior side of the main door for 30 days. The report must be made available to the public for three years. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. |
