13 | On 7/31/2026 at 9:10 AM, Licensing Program Analyst (LPA) Angelica Vargas arrived unannounced at Martha’s Village and Kitchen and met with Site Supervisor Ashley Barragan to deliver the investigative findings regarding the allegation referenced above.
As part of the investigation, LPA conducted an initial visit on July 15, 2026, at 9:33 A.M. During the investigation, LPA toured the facility, conducted a census, requested pertinent documentation, and conducted confidential interviews
On 7/10/2026, the Department received a complaint alleging that staff (S1) hit a daycare child (C1). Confidential interviews with staff indicated that no one observed S1 hit C1; however, some staff reported that they had previously observed S1 being rough with other children. Interviews with C1 revealed unrelevant information to the allegation. A review of facility records shows that S1 is no longer associated with the facility.
Based on interviews, record reviews and observations, there is not sufficient evidence to determine that S1 hit C1. Therefore, the allegation is deemed unsubstantiated at this time. Although the allegation may have occurred or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur.
A copy of this report and the appeal rights were provided and reviewed with Site Supervisor, Ashley Barragan. A Notice of Site Visit was issued and posted during LPA Vargas’s visit. The Notice of Site Visit must remain posted for 30 days.
