The first allegation was that a child sustained an unexplained injury due to staff negligence. Interviews with staff indicated that there were no documented incidents involving a child sustaining an injury during operational hours. Staff members reported that no parent had notified the facility of an injury or raised concerns or questions regarding an injury allegedly sustained while the child was in care. Interviews conducted with children did not reveal any information or evidence indicating that staff acted negligently or that a child sustained an injury due to staff negligence. Based on the information gathered during the investigation, no evidence was found to support the allegation that a child sustained an injury as a result of staff negligence.

The second and third allegation was Staff hit a day care child and staff handled a child in a rough manner. Interviews indicated that Child #1 frequently makes statements that someone has hit them even when only brushed past. Staff reported that they have witnessed Child #1 yell that another child hit them, although no such incident was observed. Staff also stated that Child #1 has made statements about incidents allegedly occurring at home. According to staff, the parent of Child #1 informed them that they do not know why the child makes such statements. No staff interviewed reported witnessing any rough handling or hitting of a child by facility staff.

The fourth allegation was that staff made inappropriate comments to a child. Interviews with staff indicated that they do not use inappropriate language when interacting with children and have not observed other staff members doing so. Staff reported that, on occasion, children use inappropriate language learned outside the facility, and staff respond by redirecting the children and encouraging the use of appropriate language. Interviews with children did not reveal any information or evidence that staff made inappropriate comments to a child and were unable to corroborate the allegation. Based on the information gathered during the investigation, no evidence was found to support the allegation.

The fifth allegation was that staff placed tape over a child's mouth. Interviews revealed that an incident occurred in the classroom in which a child was observed licking tape. During circle time, the teacher used tape as part of a demonstration to explain its appropriate use and instructed the children that tape should not be licked or placed on the mouth. Based on the information obtained during the investigation, it appears that Child #1 misunderstood or misinterpreted the demonstration and subsequently relayed the incident inaccurately to the parent. Interviews with staff and children did not reveal any information or evidence that staff placed tape over a child's mouth and were unable to corroborate the allegation. Based on the information gathered during the investigation, no evidence was found to support the allegation.

The Murrieta Police Department was notified of the allegations. MPD conducted an investigation and subsequently closed the case due to insufficient evidence.

Therefore, based on interviews conducted and evidence received, the above allegations cannot be verified. Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the allegations did or did not occur, therefore, the allegations are UNSUBSTANTIATED.

An exit interview was conducted with Facility Director Andrea Runnells. A copy of this report, and a Notice of Site Visit, and Appeal Rights were provided to the Facility Director on this date. The Notice of Site Visit must be posted for the next 30 days.
