On December 13, 2022 at 8:30 am Licensing Program Analysts Lea Habtom and Matthew Gallo arrived at the facility to open a complaint. Today's census consisted of 9 preschool children being supervised by 2 staff and 1 aide in classrooms Ladybugs and Fireflies. LPA's toured the facility and observed 4 children in the fireflies classroom with 1 staff. At the time of the inspection, LPAs verified the indoor room temperature to be 56 degrees based on a space/open face heater. There were 2 space/open face heaters in the room which were being used at the time however were not warming up the room. Due to the room being cold, LPA L. Habtom asked that the room not be used until the room temperature reaches to 68 degrees F for the day. The children and staff utilized a room in the Ladybugs area.

During the inspection, LPA L. Habtom also addressed the citation given on November 17, 2022 for the annual inspection for the broken staff restroom. LPA L. Habtom tested the staff restroom and spoke with staff to confirm that the staff toilet has been fixed. LPA L. Habtom has cleared the citation and provided a cleared deficiency letter.

Title 22 regulations cited on 809-D during today's inspection and a notice of site visit was provided to be posted for 30 days. Appeal rights were provided to designated representative Janet Wong.

Fixtures, furniture, equipment & supplies: (a) (1)A comfortable temperature for children shall be maintained at all times. (1) The licensee shall maintain the temperature in rooms that children occupy between a minimum of 68 degrees F (20 degrees C) and a maximum of 85 degrees F (30 degrees C).

Designated staff, Janet Wong, stated the centralized heating will be fixed and classroom will not be used until then. Staff will be using dragonflies classroom in the meantime.

This requirement was not met as evidenced by space heaters reading guage stating room temperature to be 56 degrees at 8:30 am. There were 2 space heaters being used. At 1:30 pm the room temperature reached 66 degrees which can be a potential risk to the health and safety of children in care.
