On 07/20/2026, LPA Hanna Cha amended report to add census information.

On 07/17/2026, Licensing Program Analyst (LPA) Hanna Cha met with Director, Zaray Ochoa. The purpose of the visit was to deliver findings for the above allegations. At time of arrival, five teachers providing care and supervision to 17 preschool-age children.

The investigation consisted of observations, file review, and interviews with children, staff, and parents.
Concerning the allegation that staff hit daycare child, per interviews with children, staff, and parents no disclosures were made regarding Staff #1 (S1) hitting a child. Interviews with children and staff disclosed that S1 provided care during nap time by patting the backs of children. No disclosures were made that S1 was hitting while patting children’s backs.

On 07/20/2026, LPA Hanna amended report to add census information.

Concerning the allegation that staff handed soiled diaper to daycare child to dispose, per interviews with children and staff, no disclosures were made regarding S1 handing a soiled diaper to a child to dispose. Children and staff interviews disclosed consistent information regarding diapering procedures. Per interviews, only staff are responsible for changing and disposing soiled diapers. No disclosures were made that S1 handed a soiled diaper to a child to dispose.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the above allegations are the result of a personal rights violation. Therefore, the allegations are unsubstantiated.

A Notice of Site Visit was given and must be posted for 30 days.

Exit interview conducted and report was reviewed with the Director, Zaray Ochoa.
