On October 29, 2026, at 10:40 am, Licensing Program Analyst (LPA) Annette Sutherland conducted an announced pre-licensing inspection to add a toddler component to the existing preschool facility. Upon arrival, LPA met with Director Yulia Zaets and Assistant Director Debbie Finnerty. Applicant is requesting to be licensed for 68 children including 18 toddlers (ages 18 to 36 months) in 3 classrooms located in the Canaries building : Classroom 1, 2, and 3. 50 preschoolers (ages 2 to 5 years old) in 5 classrooms: Classrooms 1, 2, and 3 located in the Robins building, and Classroom 1 and Classroom 2 (multipurpose room) located in the big nest building. The existing license, facility number 376105149 will be closed and consolidated with this license. Operating hours are Monday through Friday, 7:30 am to 5:30 pm. LPA toured the indoor and outdoor areas for child care use. No additional rooms are being added. Reported indoor activity measurements were: Robins, 891.52 square feet; Big Nest, 843 square feet; and Canaries, 656.95 square feet, for a combined 2,391.47 square feet. Reported outdoor activity space measured 4,329.91 square feet, equivalent to a maximum of 57 children at one time under the 75-square-foot standard. The outdoor area includes multiple fenced play spaces identified as the preschool courtyard, sandbox, preschool yards 1 and 2, and garden. A playground waiver to share the playground at different times in the AM and PM due to limited square footage has been previously provided. LPA observed shade, age-appropriate play equipment, and an area under construction. Staff were reminded to escort and directly supervise children during transitions and outdoor activities.

FACILITY EVALUATION REPORT California law requires a public report of each licensing visit/inspection. This report is a record for the facility and the licensing agency. This report is available for public review; therefore, care is taken not to disclose personal or confidential information. Inquiries concerning the location, maintenance, and contents of these reports may be directed to the Licensing Program Analyst or Regional Office whose address and telephone number are listed on the front of this form.

DEFICIENCIES A deficiency is an instance of noncompliance with licensing requirements, including applicable statutes, regulations, interim licensing standards, operating standards, and written directives. Applicants/ licensees must be notified in writing of all licensing deficiencies. Deficiencies are listed on the left side of this form, and the applicable licensing requirement upon which the deficiency is identified. There are two types of deficiencies:
  • Type A deficiencies are violations of licensing requirements that, if not corrected, have a direct and immediate risk to the health, safety, or personal rights of persons in care.
  • Type B deficiencies are violations of licensing requirements that, without correction, could become a risk to the health, safety, or personal rights of persons in care, a recordkeeping violation that could impact the care of said persons and/or protection of their resources, or a violation that could impact those services required to meet the needs of persons in care.

PLANS OF CORRECTION (POCs) The licensing agency is required to establish a reasonable length of time to correct a deficiency. In order to set the time, the licensing agency must take into consideration the seriousness of the violation, the number of persons in care involved, and the availability of equipment and personnel necessary to correct the violation. Applicants/licensees are requested to provide a specific plan for each violation on the right side of the form across from each deficiency. The more specific the plan, the less chance exists for any misunderstanding in setting time limits and reviewing corrections. The applicant/licensee who encounters problems beyond their control in completing the corrections within the specified time frame may request and may be granted an extension of the correction due date by the licensing agency.

CORRECTION NOTIFICATION The applicant/licensee is responsible for completing all corrections and promptly notifying the licensing agency of corrections. Applicants/licensees are advised to keep a dated copy of any correspondence sent to the licensing agency concerning corrections, or if corrections are telephoned to the licensing agency, the date, person contacted, and information given.

CIVIL PENALTIES The licensing agency is required by law to issue a Penalty Notice, when applicable, to all facilities holding a license issued by the licensing agency, or subject to licensure, except Certified Family Homes, Resource Families, and Foster Family Homes, or any governmental entity.

PENALTY NOTICE GIVEN The statement concerning civil penalties serves as a penalty notice on this Licensing Report and failure to correct cited licensing deficiencies will result in civil penalties. Applicants/ licensees are required to pay civil penalties when administrative appeals have been exhausted and in accordance with any payment arrangements made with the licensing agency.

APPEAL RIGHTS The applicant/licensee has a right without prejudice to discuss any disagreement in this report with the licensing agency concerning the proper application of licensing requirements. The applicant/ licensee may request a formal review by the licensing agency to amend or dismiss the notice of deficiency and/ or civil penalty. Requests for review shall be made in writing within 15 business days of receipt of a deficiency notification or civil penalty assessment. Licensing deficiencies may be appealed pursuant to the procedures in the LIC 9058 Applicant/Licensee Rights.

AGENCY REVIEW The licensing agency review of an appeal may be conducted based upon information provided in writing by the applicant/licensee. The applicant/licensee may request an office meeting to provide additional information. The applicant/licensee will be notified in writing of the results of the agency review within 60 business days of the date when all necessary information has been provided to the licensing agency.

EMAIL REQUIREMENT Adult Community Care Facilities, Residential Care Facilities for the Chronically Ill, and Residential Care Facilities for the Elderly are required to provide and maintain an active email address of record with the licensing agency.

LPA observed child-sized tables, chairs, cots, bookshelves, and age-appropriate materials. Chairs were described as washable and moisture-resistant. The changing table had a washable, moisture-resistant surface with at least one inch of padding and three-inch raised sides and was within arm’s reach of a sink. Diapering sinks are not used for food preparation or dishwashing. Sleep logs will be maintained through the Brightwheel app. The toddler area reportedly contains four sinks and two toilets; the preschool area contains eight sinks and four toilets. A separate staff restroom contains one toilet and one sink. The director identified the office as the designated isolation area for ill children. Drinking water is available indoors and outdoors through pitchers, filtered fountains, faucets, and refillable bottles. LPA observed a first aid kit in the front office and operational carbon monoxide detectors in all the classrooms. The director stated that medications are kept in the front office and that there are no firearms or bodies of water on the property. LPA observed required licensing notices posted in the front office and all the classrooms. Children are signed in and out electronically using Brightwheel; paper records are available if Brightwheel doesnt work. The facility provides morning and afternoon snacks. The three kitchens contains a sink, refrigerator, microwave. LPA observed food storage and kitchen areas without visible evidence of rodents or vermin and noted that food was stored separately from cleaning materials. Fire clearance was granted on October 2, 2026. LPA reviewed direct visual supervision requirements, records to be maintained at the facility (LIC 311A), criminal record clearance and association requirements, , and applicable accessibility and lead-in-drinking-water requirements with the director. The facility plans to provide IMS; the required plan of operation and related documentation should be verified before approval. The director was reminded to notify Community Care Licensing before making changes to the approved facility or use of space. Based on the inspection observations, the facility appears substantially compliant with the items observed; Facility is within substantial compliance and a license for 18 toddlers and 50 preschool children will be granted effective today. Notice of site visit was provided to the director and is reminded it must be posted for 30 days. An exit interview was conducted, and the report was reviewed with Director Yulia Zaets and Assistant Director Debbie Finnerty.
