On 08/26/2026 at 9:00 a.m., Licensing Program Analyst (LPA) Victoria Felix and Office Services Supervisor II Victoria Sandoval conducted an unannounced complaint inspection to deliver the findings regarding the above allegations. LPA met with Site Supervisor, Veronica Rosillo, advised the Site Supervisor of the purpose of the inspection, and conducted a tour of the facility to obtain a census. The following ratios were observed: (10) infant children with six (6) staff members.

During the course of the investigation, interviews were conducted with the Site Supervisor, staff members, and parents. The facility roster and other relevant documents were obtained and reviewed by LPA.

It was alleged that Staff #1 (S1) and Staff #2 (S2) handled Child #1 (C1) in a rough manner by S1 grabbing C1’s shirt and S2 holding him down. Both S1 and S2 denied the allegation. S1 and S2 stated that they have redirected C1 on multiple occasions due to his attempts to engage in rough play with other children.

It was further alleged that S2 yelled at C1. S2 denied yelling at C1 and stated that she may have raised her voice at times to gain C1’s attention. S2 reported that she typically gets down to C1’s level when speaking with him.

It was also alleged that S2 did not allow C1 to engage with other children during outdoor play. S2 denied the allegation and stated that she would separate C1 from other children when he was engaging in rough play. S2 reported that this separation generally lasted approximately five (5) to ten (10) minutes and was intended to allow C1 time to readjust before returning to play with his peers.

Parents interviewed during the investigation expressed a high level of satisfaction with the care provided by the facility and reported no concerns regarding the staff members’ treatment of their children.

Based on the information obtained during the course of the investigation, conflicting accounts were provided regarding the alleged incident. Additionally, no other witnesses were identified who could independently corroborate the specific allegations. Therefore, LPA was unable to determine whether the alleged incident occurred as reported.

Although the allegations may have occurred, the evidence obtained did not establish, by a preponderance of the evidence, that the alleged violation(s) did or did not occur. Therefore, the allegations are determined to be UNSUBSTANTIATED.

An exit interview was conducted, and the report was reviewed with Site Supervisor, Veronica Rosillo.
A Notice of Site Visit was provided and must remain posted at the facility for thirty (30) days.
