On March 25, 2026, at 11:25 am, Licensing Program Analyst (LPA), Angela Nguyen conducted a complaint inspection and met with Licensee, Julie Ramirez regarding the above allegation. LPA discussed the purpose of the inspection and conducted a tour of the facility with the licensee. There were 52 children being supervised by 11 staff members.

Interviews were conducted with the licensee, three staff members, four day care children and a facility roster was obtained. Licensee stated that there are no rodent or other infestations occuring at the center and that she contracts Terminix for monthly inspections and additional services as well as a daily cleaner. During the inspection, LPA observed rodent droppings in classroom #3 in the far left side and sporadically throughout the entire lower cabinet and in classroom #5 in the corners of the lower cabinets by the kitchen with art material and other manipulatives. LPA observed a cot with a cover in classroom #3 with multiple small holes resembling rodent bites. LPA did not observe any droppings or evidence of rodents in the kitchen or where food is stored. Staff interviews indicated that they have observed droppings in the center.

Based on LPA's observations, the preponderance of evidence standard has been met; therefore, the allegation is found to be SUBSTANTIATED. One Type B deficiency, California Code of Regulations, Title 22, Division 12, Chapter 1, is being cited on the attached LIC 9099D.

A Notice of Site visit was given to Licensee,Julie Ramirez and must be posted for 30 days. An exit interview was conducted and this report was reviewed with Licensee, Julie Ramirez.

Licensee stated that she will have the daily cleaning company that she contracts clean out the effected areas with the droppings. Licensee stated that she will inform her staff to keep an eye out for other areas that may need attention and to keep food items secured in plastic containers to reduce any furture incidents.

Based on LPA's observations, records review, and interviews, the licensee did not comply with the section cited above as there were rodent feces found in the facility which poses a potential health, safety or personal rights risk to persons in care.
