25 | On 5/1/23, at 9:45 AM , Licensing Program Analyst (LPA) Elvin Baddley attempted to conduct an unannounced Case Management Inspection (Legal) of the abovementioned FCCH. As LPA neared the entry door of the FCCH, Lisbeth Ramirez, Licensee of the FCCH, was exiting the FCCH with two children (school age). Licensee informed LPA Licensee had to transport the children to school and the FCCH would be closed thereafter as LIcensee had scheduled appointments. LPA asked Licensee if Licensee had time for LPA to deliver and explain some documentation. LIcensee informed LPA Licensee could not spare time. LPA asked permission to follow Licensee to the drop site of the children and met thereafter. Licensee indicated LPA request could be accommodated.
LPA met Licensee at a collateral location and informed of the documentation to be be delivered. Specifically, Licensee was informed on 3/23/23, CCLD substantiated a violation of Personal Right which involved A1 taking a child in care to a bedroom in the FCCH and proceeding to expose and touch self. The Licensee elected not to sign the Amended Complaint Investigation Report of 3/23/23, (LIC 9099, LIC 9099-C, LIC 9099-D), the ECP form (LIC 421) or this Case Management Inspection Report.
