32 | LPA conducted parent interviews. Most parents interviewed stated they received a copy of the family handbook/admission agreement upon enrollment. Parents reported that the admission agreement included information regarding tuition costs, CCC policies, and other aspects of their children's enrollment. Additionally, every parent interviewed stated they would recommend this CCC to other families.
However, LPA interviewed one parent (P39), who stated they did not receive a copy of the family handbook/admission agreement. Through staff interviews, LPA learned that P39 initially enrolled child C39 in the CCC's infant program. When C39 later transitioned into the preschool program, the family handbook/admission agreement was not provided to P39.
Regarding Allegation #2: Staff did not abide by the admission agreement.
As previously noted, LPA conducted parent interviews. Most parents stated they received a copy of the Family handbook/admission agreement but were unfamiliar with all of its contents due to the length of the document. Most parents also stated they had no concerns regarding the care provided by the CCC.
However, one parent interview (P39) revealed concerns regarding the disenrollment of child C39. P39 stated that C39 sustained an injury(not in the CCC) and, according to P39, the CCC informed the parent that the facility could not provide one-on-one shadow/supervision for C39.
LPA interviewed the CCC Director. The Director stated , due to C39's injury, the CCC did not have sufficient staff available to provide the one-on-one shadow/supervision necessary to ensure C39's health and safety. According to the Director, the CCC informed P39 that C39 would need to remain at home until, the doctors change the limitations assigned to C39.
LPA reviewed the CCC's Family Handbook/admission agreementr. The handbook states:
"We will make every attempt possible to meet the needs of your family. If, after an evaluation which will include parent conferences, we determine that our environment is not meeting your child's needs or, if safety is a concern, we will request that you make other childcare arrangements."
