An unannounced inspection was conducted today by Licensing Program Analyst (LPA), Robert Maciel-Kahsima, who met with Director Jamie Czelusniak, to deliver the findings of the complaint investigation of the above allegation. It was alleged that a staff member (A1) hit a child, specifically between the neck and upper back with their hand in the infant room on 5/8/26 at approximately 7:30 am.

During the course of the investigation, LPA obtained a copy of the Child Supervision Record (CSR) and interviewed staff (S2-S5, S7, S9-S11), parents (P2-P5), and adults (A6, A8) between 4/20/26 and 8/17/26. Licensing Program Analyst Selena Mariani interviewed S2, S4, and S11 between 5/8/26 and 7/9/26.

On 5/14/26, LPA obtained a copy of the CSR for the infant room on 5/8/26 which showed that the staff present in the infant room between 7:00 am and 8:00 am were A1 and S9.

During interviews, S9 stated that on 5/8/26, A1 did not hit any children. A1 had put their hand in-between two children and scooted one of them back with their arm because one of the children was about to put their hands on the other. S9 also stated that at the time, no other adult or staff member was in the room.
Center Director stated that she wasn’t employed at the time of the incident and doesn’t have any direct knowledge of the incident, only information received from other staff.
Interviews with staff did not corroborate the allegations. No staff that were interviewed reported that they had directly observed or heard of any incidents in which A1 had physically mishandled children.

Interviews with adults and parents did not corroborate the allegation. During interviews, A6 stated that A1 had threatened to hit A6’s child and A1 allegedly told A6 that it was okay for some kids to be hit, however A6 did not report any incident(s) of observing/witnessing A1 hitting any children. A8 stated they never observed any staff physically mishandling children. Parents interviewed confirmed they have never witnessed any staff physically mishandling children.

Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred, and the findings are unsubstantiated. Appeal rights were provided and exit interview conducted. The Notice of Site Visit must be posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
