32 | During an unannounced complaint inspection on 11/16/23, LPAs E. Laird and T. Dutra observed approximately 8 empty vodka bottles in the garage. During subsequent inspections on 1/16/24 and 2/9/24, LPAs E. Laird and T. Dutra observed the licensee’s hands shaking while holding an infant and while signing paperwork.
On 12/11/23, 1/18/24, and 4/29/24 LPA E. Laird obtained the police records and attendance sheets. It was confirmed that the call for emergency services on 12/7/24 was made during daycare hours while C1 was still in care. Records also indicate that the licensee was intoxicated when law enforcement arrived at the home.
Based on the evidence obtained, interviews, and observations, the preponderance of evidence standard has been met, therefore the above allegation is found to be substantiated. California Code of Regulations, (Title 22), is being cited on the attached LIC 9099D.
