On September 28, 2022 at 8:30 AM Licensing Program Analyst (LPA) J. Helton conducted an unannounced complaint inspection and met with licensee Rachel Raya. It was alleged that daycare child was inappropriately touched while in care. It was also alleged that licensee failed to report possible sexual abuse of a child in care.

On 11/17/2022 at 1:00 PM, LPA interviewed licensee and assistant regarding the allegation. Both licensee and assistant denied the allegation that a daycare child was inappropriately touched while in care. Licensee did not deny that she failed to report after receiving information of possible inappropriate touching happening in her care.

Between the dates of 11/29/22 and 12/6/2022, LPA attempted to interview 7 parents (P1-P7), 4 interviews were successful. (P1, P3, P4 & P5) all parents interviewed had not heard any information about inappropriate touching in daycare from their children or the licensee.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove that the alleged violation occurred, and the findings are unsubstantiated.

A copy of report, appeal rights and a notice of site visit were given. Notice of site visit must remain posted for 30 days. Failure to comply with positing requirements shall result in an immediate civil penalty of $100.
