13 | On June 3, 2026 Licensing Program Analysts (LPAs) Tasha Alexander and Nicole reynoso conducted a subsequent inspection to deliver the findings to the above complaint allegation. LPAs met with Administrator Michelle Watson and explained the purpose of the visit.
LPAs conducted observations, interviews, and record reviews and it was found that during time on the play ground, staff have been observed sitting and engaging in conversation instead of physically and visually supervising children at play. This can pose a potential health and safety risk to children in care.
Based on LPAs observations and interviews which were conducted and record reviews, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. California Code of Regulations,Title 22, Division 12, Chapter number, are being cited on the attached LIC. 9099D.
