“Based on interviews and records reviewed, the licensee did not comply with the section cited above in that the personal rights of children in care were not accorded as Staff (S2) was observed handling Child (C1) and Child (C2) in a rough manner which poses an immediate health, safety or personal rights risk to persons in care.”
