A missing signature and an unlocked medicine cabinet are both “violations”, and they are not the same thing. Look at the class, the pattern over time and how quickly it was corrected — not the count alone.

“Ensure child files are complete. Child #4 needs current health appraisal and blood lead test. Child #5 needs emergency card information, including transportation and medication permission. Email documents to OCCL.”
